Within the European MIA VITA project (Mitigate and Assess risk from Volcanic Impact on Terrain and human Activities) coordinated by Dr. P. Thierry from BRGM (France), a "HANDBOOK FOR VOLCANIC RISK MANAGEMENT. Prevention, crisis management and resilience" has been produced.

The handbook, available for free at https://preventionweb.net/publications/view/29975, is mainly addressed to civil protection stakeholders, scientists and all the Institutions/people that deal with the management of volcanic crisis. It is particularly oriented towards developing countries, but it contains useful insights for developed countries, too.
